The group got a dramatic second wind soon after the Taliban toppled the Afghan government that year. The attack raised ISIS-K’s international profile, positioning it as a major threat to the Taliban’s ability to govern. Counterterrorism officials in Europe say that in recent months they have snuffed out several nascent ISIS-K plots to attack targets there. And now the group has claimed responsibility for the attack in Moscow. “ISIS-K accuses the Kremlin of having Muslim blood in its hands, referencing Moscow’s interventions in Afghanistan, Chechnya and Syria.”

Jerome H. Powell, the chair of the Federal Reserve, said on Wednesday that he thinks the central bank will begin to lower borrowing costs in 2024 but that policymakers still needed to gain “greater confidence” that inflation was conquered before making a move. “We believe that our policy rate is likely at its peak for this tightening cycle,” Mr. Powell said in remarks prepared for testimony before the House Financial Services Committee. “If the economy evolves broadly as expected, it will likely be appropriate to begin dialing back policy restraint at some point this year.”The Fed next meets on March 19-20, but few investors expect officials to lower interest rates at that gathering. Markets see the Fed’s June meeting as a more likely candidate for the first rate cut, and are betting that central bankers could lower borrowing costs three or four times by the end of the year. The Fed chair warned against cutting rates too early — before inflation is sufficiently snuffed out — noting that “reducing policy restraint too soon or too much could result in a reversal of progress we have seen in inflation and ultimately require even tighter policy.”

Amid a number of high-stakes elections to be held around the world this year, the East European nation of Belarus on Sunday offered an alternative to the unpredictability of democracy: a vote for Parliament without a single candidate critical of the country’s despotic leader. For the government, the election on Sunday — the first since Russia’s full-scale invasion of Ukraine, which neighbors Belarus to the south — is important as an opportunity to show Moscow, its ally, that it has snuffed out all domestic opposition and survived economic and other strains imposed by the war. Russia, which has in the past had doubts about Mr. Lukashenko’s durability and reliability, launched its invasion in February 2022 in part from Belarusian territory. Svetlana Tikhanovskaya, an exiled opponent of Mr. Lukashenko, said: “These so-called elections are nothing more than a circus show. It’s not even entertaining.”

Hong Kong CNN —With Hong Kong’s sky-high cost of living, residents like Andy Tsui have been looking for alternative ways to have more fun and spend less. Rather than spending his cash in his hometown of Hong Kong, he’s been crossing the border into mainland China to splurge instead. Such trips are noteworthy because, for much of Hong Kong’s modern history, the traffic has been largely — conspicuously, even — in the other direction. Hong Kong used to be the place where Chinese would escape to, not from. In 2023, just 26 million mainlanders — about half of the 2018 crowd — visited Hong Kong.

The death of Aleksei A. Navalny, as reported by authorities in Moscow on Friday, ushers in a new turning point for President Vladimir V. Putin’s Russia, underscoring both the Kremlin’s power and the potential for instability that continues to threaten it. The announcement came just a month before Russia’s rubber-stamp presidential elections, when the Kremlin will look to portray Russians as united behind Mr. Putin and his bid for a fifth term. As the third year of the war nears, Mr. Putin’s control of domestic politics appears nearly total, with his most prominent surviving opponents either in jail or in exile. Street protests are immediately snuffed out, and thousands of Russians have been prosecuted for criticizing the war. The West’s far-reaching sanctions have not crippled Russia’s economy.

The photograph tells us nothing about whether or how these children are related. Hundreds of Israeli hostages, including children, are believed to be held in Gaza by Hamas, their families desperate for their safe release. It is a rare thing for mainstream news organizations to publish graphic images of dead or wounded children. There is nothing quite so devastating as the image of a child whose life has been snuffed out by senseless violence. And so the slaughter in Maine reminded me of another image from Gaza, one you may have seen on social media.

A general view of the Bank of England in the City of London, Britain, September 25, 2023. In making that call the BoE report focuses mostly on consumption, which it estimates makes up about 60% of GDP. As a result, the BoE expects the fallout from rate moves to date to "grow over time" even if one-off quarterly hits have peaked. That has allowed forests to become four to seven times more densely wooded than they once were, Safford said. Fire scientists advocate more deliberate burning at low-to-moderate severity to clear vegetation that makes forests susceptible to big fires. Susan Britting, executive director of one of the groups, Sierra Forest Legacy, acknowledged any cutting triggers skepticism because loggers historically took the largest, most marketable trees. But she said thinning trees up to a certain diameter is acceptable, though she prefers prescribed burning. Homeowners are anxious prescribed fires will jump perimeters and destroy houses.

Google has argued that its success in online search was the result of having a better product, not the default agreements. In opening statements on Tuesday, Google’s lawyer said it was easy for people to switch their search engine and that smartphone and browser makers promoted other search engines as well. On Wednesday, the Justice Department began the day in court by questioning Mr. Barton, who worked at Google forging agreements with mobile companies. Mr. Barton’s job had been to meet with executives from the telecom and smartphone makers, convince them to sign agreements to distribute Google search and see those agreements through to a final contract, he said. The goal was to “maximize the opportunity” for users to discover Google and start to use it regularly, he said.

Economists say China needs measures to boost consumption and business confidence, such as tax cuts or government-funded consumption vouchers, but add that unlike previous slowdowns, there is no quick fix. Wang's comments came after weak economic activity data on Tuesday fuelled concern that China is heading for a deeper, longer slowdown. The private sector accounts for 60% of gross domestic product and 80% of urban employment, officials say. But there is a growing disconnect between officials calling for investment and a sweeping national security crackdown that is denting business confidence, diplomats in China say. One example was a recent anti-espionage law, accompanied by raids on some foreign consultancy firms, that sent waves of anxiety through the foreign business community.

The death of hobbies
  + stars: | 2023-07-31 | by ( Eve Upton-Clark | ) www.businessinsider.com   time to read: +12 min
Research has found that hobbies can reduce stress, result in less severe disease outcomes, and even lead to a longer life. Baker believes that the replacement of hobbies with hustles stems from the way work changed when the pandemic sent everyone home. "If you're already on all the time, then why not try to get some money from that hobby," Baker said. But, she added, "One con is that you just don't have hobbies anymore because you've monetized them." And studies show that without hobbies, people are more likely to feel burned out and more stressed.
